We here in Congress are Representatives of the Filipino people. These past several days there has been a strong uproar from a cross-section of our society. We are listening to their objections to the Anti-Terror Bill.

We are open to taking another and a much closer look at the Anti-Terror Bill, in response to the strong objections of the Filipino people.

We welcome the move of Justice Secretary Menardo Guevarra to review the bill as it is now. We will wait for Secretary Guevarra’s recommendations. In the meantime, we will consult with the other leaders of the House so that the Anti-Terror Bill be remanded to the originating committees.

As Member of the House Committee on National Defense and Security, I am aware of the national security threats our country faces. There are legitimate threats and there are valid reasons for stricter measures against those who seek to sow death and destruction.

Let me make it clear that I am for freedom of expression, freedom of assembly, freedom of the press, and freedom to seek redress from the government. These are among our basic inviolable human rights enshrined in the Constitution. (END)
