Project Delay Due to Pending PAMB Clearance – SB Loboc
The Sangguniang Bayan (SB) of Loboc has clarified the delay in endorsing Loctob Water Inc.’s pipeline project in Barangay Agape, citing mandatory requirements for projects within Protected Areas.
According to the Loboc SB officials, Loctob Water Inc. submitted their request for SB endorsement on November 18, 2024.
However, due to portions of Barangay Agape falling within a Protected Area, the SB sought guidance from the Provincial Environment and Natural Resources Office (PENRO) on November 21.
PENRO’s response on December 2, 2024 confirmed that Loctob Water Inc. must first secure a Protected Area Management Board (PAMB) Clearance before the SB can issue its endorsement.
"The PAMB Clearance must be issued through a resolution approved by majority vote of PAMB members, confirming the project’s compliance with the Protected Area Management Plan," the SB explained in their December 20 letter to Loctob Water Inc.
Loboc officials stressed that while they support development projects benefiting the public, compliance with environmental regulations and legal procedures remains paramount for sustainable implementation.
The SB has invited stakeholders with questions to visit their office for further clarification.
