MGA KUMPANYA AT PLANTANG GINULPI NG COVID-19, IBABANGON NG CITIRA

Kasunod ng panawagan ng Department of Finance na madaliin na ang pagsasabatas ng panukalang Corporate Income Tax and Incentives Reform Act (CITIRA), binigyan-diin ng dalawang mambabatas ng majority bloc sa Kamara kung paano makakatulong ang CITIRA sa pagbangon ng bansa mula sa krisis ng COVID-19.

Ayon kay KABAYAN Party-list Rep. Ron Salo, layuning ng CITIRA na gawing mas "enticing investment location for many types of operations, from manufacturing to services" ang buong Pilipinas.

Para naman kay AKO BICOL Party-list Rep. Alfredo Garbin Jr., saktong solusyon ang CITIRA bill sa pagrekober ng Pilipinas habang naghahanap ng malilipatan ng mga operasyon at planta ang investors na naipit sa pananalasa ng coronavirus sa mainland Asia.

"Supply chains have unraveled because of COVID-19. China and the USA are in a trade war. The proposed Corporate Income Tax and Incentives Reform Act (CITIRA) has an array of countermeasures for the looming COVID-19 recession,” ani Garbin.

Sa palagay ni Garbin, babaguhin rin ng CITIRA ang dating istratehiyang pag-ekonomiya na sa mga ecozones lang naka-focus ang mga malalaking planta.

"The fortress approach is vanishing. Walls are coming down. No more castles on hills. CITIRA harnesses the power of our consumer market of 109 million people, the country’s economic resilience, and its highly talented workforce," paliwanag ni Garbin, kasapi ng House Committee on Trade and Industry.

"In combination with the revised Corporation Code and amendments to the Public Service Act, the CITIRA bill will keep many ecozone locators here and convince many more new investors to rebuild their supply chains in the Philippines," aniya.

Dagdag pa ni Garbin na kapag naging batas ang CITIRA, magiging mabisang proteksyon ito sa epekto ng COVID-19 sa mga ekonomiya ng ating mga karatig bansa.

"The CITIRA bill will insulate our economy from further contagion because it addresses perennial issues which have kept foreign investors from coming over," ani Garbin.

MGA KONTRA SA CITIRA, MAGBABAGO ANG ISIP – REP. SALO

Ani Congressman Salo, naniningin na ang foreign investors ng relocation options o lugar kung saan nila ililipat ang kanilang negosyo.

"As foreign businesses are considering to relocate elsewhere to diversify their presence and mitigate their risks, we need to immediately position our country as a viable business location," punto ni Salo.

Inaprubahan ng Kamara ang CITIRA bill sa 3rd reading noong September 2019 pa. Nasa Senado ngayon ang panukalang batas.

Paliwanag rin ni Salo, makikinabang sa CITIRA ang lahat ng korporasyon sa bansa pati na ang mga empleyado nito, dahil ibinababa nito ang corporate income tax.

"With lowered income tax, companies will have more resources to invest which will create more business opportunities. In that sense, you expand the tax base. With the bigger tax base, you increase tax collections. CITIRA is the economic booster shot and lasting vaccine we need against the impact of COVID-19," ani Salo.

Nakikinita ni Congressman Salo na magbabago ng isip ng mga locators sa ecozones na dating nagsabi na baka umalis sila dahil sa CITIRA. "(They) will rethink and see this as an opportunity," aniya.
